The CBO says the shutdown cost $11 billion, and $3 billion of that isn't coming back

The longest-ever government shutdown cost $11 billion dollars, according to the Congressional Budget Office. $3 billion is from 2018 and won't be recouped now that the government is open. The CBO says this, along with trade tensions, is slowing economic growth.
